Roaring Years

This is a comedy movie about officials who have the wrong man. They believe an insurance salesman is a government inspector. They do whatever they can to make him happy. The government is a dictatorship, and the locals have to show their towns are in order. When an insurance salesman decides he needs new customers, he travels to a small village. When he arrives, the elders are expecting a government representative. At first this salesman does not realize why the elders are showing him around town. As the day progresses, they keep insisting he inspect the village. He needs to sell insurance, but he isn't finding any customers.
