Highway engineer Roy Rogers helps run a rehabilitation camp for young first-time crimial offenders. Powerful landowner Andrew Willard assigns his crooked foreman Devery to stop the building the new highway Roy is supervising, which will run through his valuable ranch land. However, Devery is also stealing his boss' prize cattle and stealing valuable jewelry from local wealthy ranchers. Roy's young offenders are threatened with arrest and the camp shut down. Willard's niece June (Edwards) protests her uncle's threats, and joins up with Roy to find and bring to justice the real criminals.[EDIT]
