Following the exploits of graffiti artists throughout the world, up close, including cities like London, New York, Tokyo, Cape Town and Paris. The film explores the controversies surrounding street artists and their detractors. George Kelling, an anti-graffiti adviser to New York mayor Rudolph Giuliani in the 1990s, explains the damage that graffiti does to the people of a community and their sense of order. His book "Broken Windows" was central to Giuliani's approach to urban crime. Graffiti artists themselves, however, see things from a different perspective.
